Kwai Ün has incapacitated

himself for duty by his in- temperate habits. On the other hand the Police Magis- trate's report as to the manner in which he has performed his duties is satisfactory.

Mr Chow Kwai Ün is 41

years of age. His condition is such that it is extremely im- probable that he will ever be again fit for duty.
